fee to be levied for registration shall,

fixed by the despatching in all cases.

Thus, this Department fixes the amount of the fee for the registration of lettins sent to the Colonies, and the respective Colories are at liberty to fix the amount of the fee for the registration of letters sent to the United Kingdom, this Department accounting to each Colony for half the amount of the registration fees upon letters sent to such Colony, the Colonies on their side accounting to this Department for half the amount of fees levied upon
letters forwarded to the United Kingdom.
